Ed Hanlon -  President 
Term: May 2024 - May 2025

Ed Hanlon has lived on Swann Street in the heart of our neighborhood since 1995. Ed graduated from Georgetown Law with honors and has been a practicing attorney for more than 30 years. Ed graduated from Boston College, magna cum laude/Phi Beta Kappa. Ed also has a Master's degree in applied mathematics.  Ed has also been very active in our Community for years, often donating his time as an attorney to neighborhood causes.  Ed has been very active in opposing the Masonic Temple project and conceived the current city-wide challenge under the Americans with Disabilities Act to DDOT’s bike lane program. That ADA challenge is being handled by attorneys from 2 nationally known law firms. Ed’s photo shows his passions, his love for his dogs and his love for gardening.

Diane Callis Quinn - 1st Vice President
Term: May 2024 - May 2025

Born in Chicago, Diane is a homeowner who has lived in the DuPont since the early 1980’s. Diane has deep family ties to the District of Columbia as she spent her childhood summers in DC with her grandfather, Dr. Henry Arthur Callis, who practiced medicine on U street NW and his wife Myra, a social worker, both of whom are her role models for their activism toward achieving social justice. Upon completing a master’s degree at The American University in Human Resources and Organizational Development, Diane left AT& T and joined the DC Government. She served as a Regional Manager for DC Public and Assisted Housing (now the DC Housing Authority); was Administrator for the Office of Policy and Planning at DC Parks and Recreation (DPR), and as Human Capital Manager for DDOT. Diane’s also has non-profit experience; she created the “Friends of DPR” and 12 neighborhood based non-profit “Friends of” groups. Diane was on the executive team of a non-profit based in Maryland that served adults with intellectual and developmental disabilities. Diane currently volunteers for Samaritan Ministry and is serving a third term on the Vestry of  St. Luke’s Episcopal Church where she is also an active Daughter of the King. Diane joined DCCA in that its mission supports her interest in preserving the historic character of the DuPont area and concern for issues related to those experiencing homelessness.

Marcy Logan - 2nd Vice President
Term: May 2024 - May 2025
A graduate of Miami University, Marcy Logan arrived in Washington from Ohio in 1963. She first lived at the Willard Court Apartments at 17th and Willard. Ten years later she started buying and renovating houses, first in Capitol Hill and then DuPont Circle. Her early experience with the Capitol Hill Restoration Society led to her joining DCCA in the late 70’s. In 1980 she and her partner started a condominium management company which was eventually handed down to her partner’s son. Taking delight in Dupont architecture and the stories behind the houses, Marcy has enjoyed working on the DCCA House Tour. As an avid birder, Marcy looks for birds while she works in Freedom Garden and T St Park.

Arlene Feskanich - Treasurer
Term: May 2024 - May 2025
Arlene Feskanich moved to Washington with her husband, Hossain Mousavi, in 1984 to take a job with the federal government. She began her federal career as a computer programmer with the Internal Revenue Service. She retired in 2015 as an IT auditor in the office of the Treasury Inspector General for Tax Administration. Before moving to Washington, Arlene was a teacher of English as a second language in Mexico, Algeria, and Philadelphia. Arlene has lived in her Seaton Street neighborhood since coming to Washington. She loves the neighborhood’s diversity and its strong sense of community. You can often find Arlene and her husband outside chatting with neighbors, gardening, and tending to their rose bushes.

Thomas M. Farah - Board Member
Term: May 2024 -May 2027

Tom Farah was born in Washington, DC, and has lived here most of his life, including the past 36 years on 19th Street. He received both his undergraduate and law degrees from Georgetown University. He was a partner at Epstein Becker & Green where, for 22 years, he focused on business and regulatory aspects of the health care industry. He subsequently served as the general counsel for Catalyst Health Solutions (a national pharmacy benefit manager) and Surescripts (a company facilitating the exchange of electronic health information between pharmacies, health care providers and payers). After full-time practice for 43 years, Tom is semi-retired, and has joined his brother Bill’s law firm, Berke Farah, where he is free to practice on a selective and limited basis. Tom was drawn to Dupont Circle by its small town neighborhood feel in a big city, interesting architecture, longstanding neighbors, local businesses, and people of all ages and backgrounds. He

 sees participation in DCCA as a way to inspire interest in local history,  promote civic-mindedness, and appreciate the value of close-knit, cooperative and welcoming neighbors in an urban setting. 

Rebecca Martin - Board Member
Term: May 2022 - May 2025

Rebecca moved to Washington in 2011, following a long career in higher education administration which spanned several states and institutions. She retired in 2023 and has lived in Dupont East for the past nine years.  Rebecca is an avid gardener and was delighted to become involved in DCCA's stewardship of the T Street Park and Freedom Garden.  She is active in the Dupont Circle Village and the Reeb Voting Rights Project at All Souls Church.


Lance Salonia - Board Member
Term: May 2024 - May 2026
Lance Salonia has been a DCCA member for over 15 years and active in the community on historic preservation and other regulatory issues. Lance is a former director of the Dupont Circle Conservancy and is a current member and former Trustee of the Committee of 100 on the Federal City, where he helped lead the Vision Awards Program -- acknowledging city-wide civic contributions. He started his civic activism serving as an ANC Commissioner in Sheridan- Kalorama where he was chair for 4 out of the 5 years he served on the commission from 1997 through 2001. He moved to Dupont Circle in 2005 and is a resident of S Street. In his professional life, he is an IT consultant and holds degrees from the McIntire School of Business at the University of Virginia and an MBA from Trinity College Dublin (Ireland). Lance is the chair of DCCA's Regulatory Committee.

Rondell Jordan - Board Member

Term:  November 2024 - May 2025

Rondell Magic Jordan is proud to serve on the board of the Dupont Circle Citizens Association, bringing a passion for community advocacy and social justice to his role. Rondell has lived in Dupont Circle for three years and has called Washington, D.C., home since 2019.

As a dedicated civil rights attorney, Rondell focuses on representing vulnerable and underserved populations. His legal practice has included defending low-income tenants facing eviction, advocating for migrant workers subjected to wage theft, labor and sex trafficking, and employment discrimination, and representing youth involved in D.C.’s juvenile justice system. Through his work, Rondell strives to protect fundamental rights and promote equity in the District.

Originally from Brooklyn, New York, Rondell values the vibrant and diverse community of Dupont Circle. In his free time, he enjoys playing basketball, challenging friends to chess matches, and exploring the cultural and historic landmarks that make D.C. unique.

Rondell looks forward to contributing to the preservation and enhancement of Dupont Circle’s distinctive character while fostering a welcoming and inclusive community for all.

Founded in 1922 in a townhouse at 1767 P Street, to promote and protect the interests of the residents, the Dupont Circle Citizens Association (DCCA) is the premier civic and residential organization in the Dupont Circle area.  DCCA brings neighbors, including residents, businesses and non-profit organizations, together to improve the quality of life in an active and diverse urban neighborhood. It holds membership meetings nine times each year, which are open to the public, organizes the Dupont Circle House Tour, resolves neighborhood issues through its committees, donates to local causes, and incubates innovative projects.
